Creating a regulator-ready position across a 5-building HRB portfolio
Project Four supported the Principal Accountable Person (Sackville Street OpCo Ltd) in delivering Safety Case Reports across five Higher Risk Buildings at the Hove Central development, a Build-to-Rent scheme operated by Moda Living.
The challenge
A newly completed development comprising multiple HRBs required:
- Alignment of information across buildings and shared systems
- Clear demonstration of how fire and structural risks are managed
- Consistency across buildings of different scale and complexity
- A position that could stand up to regulatory scrutiny
While information existed, it needed to be structured, validated and translated into a coherent Safety Case position.

- Carried out gap analysis against regulatory expectations
- Developed Safety Case Reports covering: fire and structural risk, safety management systems, emergency arrangements, resident engagement and mandatory occurrence reporting
